# How do Shopify stores use WhatsApp in 2026: Meta's official app, per-message pricing, opt-in and COD confirmation

*Shopify stores connect to WhatsApp either through Meta's official Cloud API, used by Meta's own app and many third-party apps, or by automating a number linked as a device, the route behind the account bans merchants report. Since July 2025 Meta charges per delivered template: in Romania $0.086 for marketing and $0.029 for utility messages such as order confirmations. Abandoned-cart reminders count as marketing and need marketing consent.*

## Key points

- Shopify stores reach WhatsApp either through Meta's official Cloud API, used by Meta's own app and many third-party apps, or by linking a regular number as a device; the account restrictions and bans described in reviews came from the second route.
- Since July 1, 2025 Meta charges per delivered template message; on the card effective October 1, 2026, Romania costs $0.086 for marketing and $0.029 for utility, and messages inside the 24-hour customer service window are free.
- Order and COD confirmations are utility messages, abandoned-cart reminders are marketing even when the customer asked for them, and adding a promotion to an order update makes it marketing.
- Messaging limits apply per business portfolio and start at 250 unique customers in 24 hours, rising to 2,000, 10,000, 100,000 and unlimited; with coexistence, a number can stay in the WhatsApp Business app while also running on the API.
- In Romania, Law 506/2004 requires prior express consent for commercial messages over any public electronic communications service, and its existing-customer exception is written for email, so a separate WhatsApp marketing consent is the cautious choice.

## The short answer

A Shopify store reaches customers on WhatsApp in one of two ways. The supported way is the WhatsApp Business Platform, through Meta's Cloud API: Meta's own Shopify app, or a third-party app built on the API. The other way links an ordinary WhatsApp number as a device, the way WhatsApp Web does, and automates it. Every merchant complaint we read about banned or restricted numbers came from the second kind.

On the official route, Meta has charged per delivered template message since **July 1, 2025**. On the rate card effective **October 1, 2026**, a marketing message to a Romanian number costs **$0.086** and a utility message, such as an order confirmation, **$0.029**. Replies inside the 24-hour window that opens when a customer writes are free. An abandoned-cart reminder is a marketing message by Meta's own definition, so it costs the marketing rate and needs marketing consent.

This article is for merchants who sell on Shopify in Romania and the EU, many of them on cash on delivery, and for people who build tools for them. Every platform fact was checked in Meta's documentation, every app fact on the app's Shopify App Store listing, and every legal fact in the text of the law.

## Two ways to connect a store to WhatsApp

The **WhatsApp Business Platform** is Meta's product for businesses that send messages from software. The store sends pre-approved templates first, the customer can reply, and Meta bills per message. Apps either connect a store's number directly to Meta's Cloud API or go through a partner that does. Meta's own app, **WhatsApp** by Meta, was launched on the Shopify App Store on **July 11, 2025**. When we checked, it showed **4.4** stars from **912** reviews, was free to install, and stated that external charges may be billed by Meta separately from the Shopify invoice. The listing describes order updates, abandoned-cart marketing messages and pre-built or customised templates.

The second route uses a personal or WhatsApp Business app number linked as a device. **WhatFlow: Whatsapp Automation** says on its listing that it connects in minutes using WhatsApp link-a-device; it showed **3.9** stars from **337** reviews. Its developer has since published a separate app, **WhatFlow WhatsApp Business API**, launched on **May 8, 2026**, with **5.0** stars from **47** reviews. **SL: WhatsApp Chat + Marketing** offers both: messages from a personal number with no API, and automation through the API.

WhatsApp's terms of service for the EEA forbid using the service through automated means in impermissible or unauthorized manners. Whether a given link-a-device tool falls under that is for Meta to decide, not for us. The reviews show what happens in practice, and we come back to them below.

## What Meta charges in 2026

Meta's pricing page says it moved from per-conversation to per-message pricing on **July 1, 2025**. A business is charged when a template message is delivered. The rate depends on the template category, marketing, utility or authentication, and on the country code of the recipient's number.

Three things are free. Non-template messages, such as plain text or images, are free inside an open customer service window, which lasts **24** hours from the customer's last message. Utility templates sent inside that window are also free. And when a customer writes through a Click to WhatsApp ad or a Facebook Page call-to-action, and the business answers within **24** hours, a **72**-hour free entry point window opens in which all messages, templates included, are free.

Volume tiers lower the price of utility and authentication messages as monthly volume grows. They do not apply to marketing messages. Meta also lists, for **2026**, higher utility and authentication rates for Romania from **July 1, 2026**, and a feature that lets businesses on the Marketing Messages API set a maximum price per marketing message.

## Romania and the EU: the rates

The figures below come from Meta's rate cards in USD and EUR effective **October 1, 2026**, linked from the pricing page. Romania has its own rates: **$0.086** for marketing and **$0.029** for utility and authentication, or **€0.0712** and **€0.0239** on the euro card. Poland is far cheaper, at **$0.0366** and **$0.0122**. Germany, at **$0.1365** and **$0.055**, and the Netherlands, at **$0.1597** and **$0.05**, are the most expensive markets we looked at.

Bulgaria, Greece, the Czech Republic, Slovakia and Croatia are among the countries priced together as Rest of Central and Eastern Europe: **$0.086** for marketing and **$0.0212** for utility. Hungary has its own rate, **$0.086** and **$0.035**.

For Romania, the first volume discount on utility messages starts at **100,001** messages a month and is **5%**. The largest discount, **25%**, applies above **80** million. A small store pays the list rate. At list rates, **1,000** order confirmations to Romanian numbers cost **$29** and **1,000** abandoned-cart reminders cost **$86**, before any app fee.

## Templates and categories: what counts as utility

Every message a business starts must use a template approved by Meta. Meta's template guidelines define utility as non-promotional and tied to something the customer requested or to their account. Under order management they list confirming, updating or cancelling an order, with the example *Your order {{order_number}} is confirmed*. A cash-on-delivery confirmation that asks the buyer to confirm or cancel fits this description.

Abandoned-cart reminders are the other way round. Meta's guidelines list *You left {{items}} in your cart!* as retargeting and state that such messages are marketing even if requested by users. Authentication is reserved for one-time passcodes and needs a one-time password button.

Mixing content changes the category. An order update with a promotion is marketing. Since **April 9, 2025**, a template submitted as utility that Meta judges to be marketing is approved as marketing. An approved template can also be moved to marketing later, with one day's notice, and a review can be requested within **60** days. A coupon added to an order confirmation can therefore turn a **$0.029** message into a **$0.086** one.

## Opt-in, messaging limits and coexistence

Meta's opt-in rules require the business to state clearly that the person is opting in to messages from it, and to name the business. The opt-in does not have to mention WhatsApp, as long as the business complies with local law. It can be collected on a website, by SMS, by phone or on paper. Separate opt-in per message category, and clear opt-out instructions, are recommended rather than required.

Messaging limits count unique customers reached outside a customer service window in a moving **24**-hour period. They apply per business portfolio, so all numbers in a portfolio share one limit. A new portfolio starts at **250**; the next levels are **2,000**, **10,000**, **100,000** and unlimited. Business verification is one of three paths to **2,000**. Above that, the limit rises automatically if message quality is high and at least half the current limit was used in the last **7** days.

A number used in the WhatsApp Business app no longer has to leave it. Meta's coexistence onboarding lets the same number work in the app and on the Cloud API at once, from app version **2.24.17**. The limits matter for stores: throughput is capped at **20** messages per second, broadcast lists in the app are disabled, and catalogs, orders, labels and away messages are not supported on the Cloud API side. Up to **6** months of chat history can be synchronised.

## Marketing messages and EU privacy law

This section is our reading of the texts, not legal advice. Article 13 of the EU ePrivacy Directive allows electronic mail for direct marketing only with prior consent, and the Directive defines electronic mail as any text, voice, sound or image message sent over a public communications network. Paragraph 2 allows a seller to market its own similar products to existing customers whose electronic contact details it obtained in a sale, as long as they can object free of charge at collection and in every message.

Romania's transposition, Law 506/2004, is wider in one respect. Article 12(1) bans commercial communications by email, fax, automated calling systems, or any other method that uses publicly available electronic communications services, without the recipient's prior express consent. The existing-customer exception in Article 12(2) is written for the customer's email address. Whether it covers a WhatsApp number is a question of interpretation; we found no Romanian decision on it.

The GDPR adds two rules that apply whatever the channel. Consent can be withdrawn at any time and withdrawing must be as easy as giving it (Article 7(3)). A person can object to direct marketing at any time, and their data may then no longer be used for it (Article 21(2) and (3)). The cautious reading for a Romanian store is to collect a separate, explicit WhatsApp marketing consent before sending abandoned-cart or campaign messages, and to treat order updates as part of fulfilling the order.

## What the reviews complain about

Meta's app had **90** one-star and **24** two-star reviews when we checked. The recent ones repeat a few themes: order updates not delivered despite customer opt-in, a lost connection to the WhatsApp Business account with no warning, months spent on verification, order tags for confirmed or cancelled orders not appearing in Shopify, templates sent in English instead of the chosen language, a marketing opt-in that subscribed customers to SMS but not WhatsApp, and slow support. Meta's replies point merchants to an in-app support link, and in **October 2026** one reply announced that abandoned-cart support had been added.

On the link-a-device app, **16%** of ratings were one star. Reviews from **2026** report disconnections, a WhatsApp Business account restricted by Meta, and one store that wrote its account was banned twice for using an unauthorized API. The developer's replies, dated **August 26, 2026**, attribute the problems to web-pairing sessions and point merchants to its new official-API app.

On SL: WhatsApp Chat + Marketing, **29%** of ratings were one star. The complaints there are mostly about billing that continued after uninstalling or without use, cart-recovery automations that stopped, and support that did not answer. Among apps built on the official API, **Dondy: WhatsApp Marketing+Chat**, which carries the Built for Shopify badge, showed **4.9** stars from **830** reviews, and **Zoko WhatsApp Marketing & Chat**, from **$49.99** a month, showed **4.9** from **462**. High averages tell you less than the low-star reviews do: those show where an integration breaks.

## Where the reports were wrong

**1. Messaging limits.** The report said unverified accounts are capped at about **250** conversations a day and verified ones move from 1k to 10k to 100k. Meta's current page counts unique customers outside a service window, applies the limit per business portfolio, and lists **250**, **2,000**, **10,000**, **100,000** and unlimited. Verification is one of three ways to reach **2,000**, not the only one.

**2. One number, one app.** The report said a number on the API can no longer use the WhatsApp Business app. Meta's coexistence onboarding allows both at once, with the limits described above.

**3. COD confirmations as authentication.** The report said COD confirmations are utility or sometimes authentication. Authentication templates are only for one-time passcodes. A confirm-or-cancel order message is utility, and becomes marketing if it carries a promotion.

**4. Stale rates and tiers.** The report's Romanian, Polish and regional rates match the current card, but its US utility rate of about **$0.005** is out of date: North America utility rates fell on **January 1, 2026**, and the card now shows **$0.0034**. The report also implied volume discounts apply generally; they cover utility and authentication only.

**5. Listing figures.** The report gave Meta's app **4.3** stars from **580** reviews; the listing showed **4.4** and **912**. It gave SL **3.3** from **333**; the listing showed **3.5** and **351**. Other counts had also grown. Quote listing numbers with a date.

**6. Return-on-investment figures.** The report gave confirmation rates of 70 to 90 percent, a return to origin falling from 22 to 10 percent, a ninefold return on spend and a 15 to 20 percent drop in failed deliveries from address checks, all from vendor case studies. We could not trace any of them to a primary source, so they are not in this article.

## Method

We started from an AI deep-research report on WhatsApp apps for Shopify stores that sell on cash on delivery. It mixed App Store listing data, Meta pricing, vendor case studies and a product pitch. We removed the pitch and the feature-priority analysis and checked the rest on **October 19, 2026**: Meta's developer pages on pricing, opt-in, messaging limits, template categories and coexistence onboarding; Meta's USD and EUR rate cards effective **October 1, 2026**; WhatsApp's EEA terms of service; the Shopify App Store listings and one- and two-star reviews of the apps named; and the texts of the ePrivacy Directive, Romania's Law 506/2004 on legislatie.just.ro and the GDPR.

We could not verify, and dropped: the vendor case-study figures listed above, the claim that merchants tolerate 5 to 10 US cents per confirmation message, and listing figures for several apps whose pages we did not open. When we opened Meta's listing from Romania, it showed a line reading *Based in Romania* under *Popular with stores like yours*, while the developer address is in Seattle; we read that line as describing the stores that use the app, not the developer.

## Limitations

Meta changes its rates every quarter, and the rate card we read had been in force for under three weeks. Re-check the card before building a budget on it. App listings describe what the vendor says the app does, and one- and two-star reviews are a biased sample by design: they show failure modes, not failure rates. The legal section is our reading of the texts; we found no Romanian ruling on WhatsApp marketing, and a lawyer may read Article 12(2) differently. We did not test any of the apps on a live store for this article.

## Questions and answers

### How much does a WhatsApp message cost for a store in Romania?

On Meta's rate card effective October 1, 2026, a marketing template to a Romanian number costs $0.086 and a utility or authentication template $0.029, or €0.0712 and €0.0239 on the euro card. Replies inside the 24-hour window after a customer writes are free, and utility templates sent inside that window are free too. App fees come on top.

### Is an abandoned-cart reminder on WhatsApp a utility or a marketing message?

Marketing. Meta's template guidelines list cart reminders under retargeting and say they are marketing even if the user requested them. They are charged at the marketing rate and need the customer's marketing consent.

### Can I confirm cash-on-delivery orders on WhatsApp?

Yes. A template that asks the buyer to confirm or cancel the order fits Meta's utility category for order management. Several Shopify apps send it after the order and tag the order from the reply; check the app's reviews, because missing tags are a common complaint. Adding a discount to the same message makes it marketing.

### Can I keep using my WhatsApp Business app number with an API app?

Yes, through Meta's coexistence onboarding, from app version 2.24.17. The same number then works in the app and on the Cloud API. Throughput is capped at 20 messages per second, broadcast lists in the app are disabled, and some app features are not available on the API side.

### Do I need separate consent for WhatsApp marketing in Romania?

Meta only requires an opt-in that names your business and complies with local law. Romania's Law 506/2004 requires prior express consent for commercial messages over any public electronic communications service, and its exception for existing customers is written for email addresses. Our reading, not legal advice: collect a separate, explicit WhatsApp marketing consent.
