# What is different about Google Ads for an online store in Romania, and what does Google's documentation actually say?

*We took an AI deep-research report on Google Ads for Romanian e-commerce and checked its claims at Google's own help pages on 11 October 2026. The account mechanics are the same as anywhere else; what differs is European: Shopping ads go through a Comparison Shopping Service, EEA consent signals need two extra parameters, and several 2026 deadlines in the report have already passed.*

## Key points

- In Romania, Shopping ads and free product listings must be placed through a Comparison Shopping Service, and Google Shopping is one CSS among several that a merchant can choose.
- Consent mode for EEA traffic must send ad_user_data and ad_personalization in addition to ad_storage and analytics_storage.
- Since the rollout completed on 27 August 2026, budget-limited campaigns on Target CPA or Target ROAS aim at the stated target instead of beating it, so loose targets should be reset to recent performance.
- The Content API for Shopping reached its sunset on 18 August 2026; custom feed integrations must use the Merchant API.
- Breakeven ROAS equals 1 divided by the contribution margin before advertising, so one Target ROAS across products with different margins misprices most of them.

## The short answer

Google Ads works the same way for a Romanian online store as for one in any other country: the same campaign types, the same Smart Bidding, the same Merchant Center feed. What is different comes from Romania being in the European Economic Area (EEA): Shopping ads and free product listings in Romania must be placed through a **Comparison Shopping Service** (CSS), consent mode for EEA traffic has to carry two additional consent signals, and campaigns need an EU political advertising declaration.

A Comparison Shopping Service is a company that bids for Shopping ad space on behalf of merchants. Google Shopping is itself one CSS among many. Romania is on Google's list of 21 countries where a CSS must be used.

The rest of this article lists the claims from an AI-written report that we could confirm at Google's own documentation, the ones that were out of date, and the ones we dropped because we could not find a primary source.

## What is actually specific to Romania

**Shopping ads go through a CSS.** Google's Merchant Center help says Comparison Shopping Services must be used to place Shopping ads and free product listings in 21 countries, and Romania is one of them. A merchant can send product data to any CSS, including Google Shopping, and can use several at once. Google states that Google Shopping bids like any other CSS and, because the European Commission requires it to be independently profitable in the EEA, deducts a fixed percentage margin from each merchant bid. For a Romanian store this means the choice of CSS is a real decision with a cost attached, not a technical detail. The AI report did not mention CSSs at all.

**Consent mode needs four signals, not two.** Google's tag documentation says that, as part of enforcing its EU user consent policy, consent mode users must send `ad_user_data` (consent for sending advertising-related user data to Google) and `ad_personalization` (consent for personalised advertising) in addition to `ad_storage` and `analytics_storage`. Google Ads help distinguishes basic consent mode, where tags are blocked until the visitor answers the banner and nothing is sent, from advanced consent mode, where tags load and send cookieless pings before consent. Which one a store may use is a legal question for the store, not a setting to copy.

**Campaigns carry an EU political advertising declaration.** Every campaign has a self-declaration of whether it contains EU political advertising. For anyone creating campaigns through the Google Ads API, Google's developer policy page says a new campaign without the field fails with `FieldError.REQUIRED`.

**One thing we could not settle: VAT in the feed.** Google's Merchant Center price page tells merchants in 42 named countries to submit prices including VAT, and tells merchants in the United States and Canada to exclude tax. Romania is not on the named list. Romanian consumer prices are normally shown with VAT, and the same page requires the feed price to match the landing page, so in practice the feed carries the VAT-inclusive price. We say this as an inference, because the page does not name Romania.

## The 2026 changes a store should know

**Target-based bidding on budget-limited campaigns.** Google's FAQ says that from 17 August 2026, campaigns marked “Limited by budget” that use Target CPA, Target ROAS or (for Demand Gen only) Target CPC optimise more consistently toward the stated target, where before they could beat it. The rollout was completed on 27 August 2026. It covers Search, Shopping, Performance Max, Demand Gen and Travel campaigns. Google does not change targets or budgets for you; it recommends updating targets to match recent performance, and does not calculate recommended targets for campaigns with fewer than 7 conversions. The practical consequence: a loose target that a campaign used to beat is now the number the campaign aims for.

**Names of Smart Bidding strategies.** From June 2026 the interface shows “Target CPA” instead of “Maximize conversions with a Target CPA” and “Target ROAS” instead of “Maximize conversion value with a Target ROAS”. Google's developer blog says the underlying bidding behaviour is exactly the same. Dashboards that filter on the old labels need to accept both.

**Product videos in the feed.** Merchant Center's 2026 specification update added an optional `video_link` attribute on 14 April 2026; submitted videos became eligible to serve, and to receive policy and quality checks, on 30 June 2026. A video error stops the video from serving but does not affect the product offer. The same update announces that from 31 January 2027 product images must be at least 500x500 pixels.

**Content API for Shopping is gone.** Google's developer page says the Content API for Shopping reached its sunset on 18 August 2026, that requests without an extension began failing intermittently with HTTP 410 from 1 September 2026, and that all endpoints shut down in early 2027. Integrations must move to the Merchant API. Feeds uploaded by file or scheduled fetch are not API integrations.

**Enhanced conversions as one setting.** Google Ads help says that from April 2026 user-provided data is accepted from website tags, Data Manager and API connections under a single setting, and existing users are migrated automatically.

## Claims from the report that held up

**Performance Max and Search.** Performance Max reaches YouTube, Display, Search, Discover, Gmail and Maps from one campaign, and Google describes it as a complement to keyword-based Search. A Search campaign whose exact match keyword is identical to the query is prioritised over Performance Max; Performance Max may still serve on such terms when the Search campaign is limited by budget.

**Search themes.** Up to 50 search themes per asset group. Google says they have the same priority as phrase match and broad match keywords in Search campaigns.

**Negative keywords in Performance Max.** Campaign-level negative keywords in Performance Max apply to Search and Shopping inventory only; they do not block Display, YouTube or Discover placements.

**Custom labels.** There are five, `custom_label_0` to `custom_label_4`. Shoppers never see them. Each label accepts values of up to 100 characters and up to 1,000 unique values across the account. Margin band, best-seller status and season are the usual uses, because Google sees revenue but not cost.

**Responsive search ads.** Up to 15 headlines of 30 characters and 4 descriptions of 90 characters.

**Measurement.** Conversions imported from Google Analytics goals are not supported for enhanced conversions; Google recommends a Google Ads conversion action set up with the Google tag or Tag Manager, and the tag diagnostics report appears about 72 hours after implementation. Data-driven attribution has no hard minimum, but Google recommends at least 200 conversions and 2,000 ad interactions within 30 days for precise results. In Google Analytics 4, first click, linear, time decay and position-based attribution have been unavailable since November 2023.

**Seasonality adjustments.** Google recommends them for short events of 1 to 7 days and warns they work less well beyond 14 days, because Smart Bidding already handles normal seasonality.

**The Performance Max uplift figure.** Google's retailer guide says advertisers who moved from Standard Shopping to Performance Max saw on average 25% more conversion value at a similar ROAS. That is Google's own average, and Google itself recommends confirming it with an experiment.

## A formula worth keeping

Breakeven ROAS is the return on ad spend at which advertising leaves zero contribution: **breakeven ROAS = 1 ÷ contribution margin before advertising**. Contribution margin before advertising is revenue minus cost of goods, shipping, payment and other variable costs, divided by revenue. A store keeping 30% of revenue before ads breaks even at a ROAS of about 3.33. This is arithmetic, not a Google benchmark, and it is the reason a single Target ROAS across products with very different margins misprices most of them.

## Where the report was wrong

**Deadlines written in the future that are now in the past.** The report told readers to review budget-limited campaigns “before 17 August”. The change shipped and finished rolling out on 27 August 2026.

**A tool we could not find at the source.** The report named a “Bid Target Adjustment Tool”. Google's FAQ on the change does not mention it and points to the bid simulator instead. Trade press describes such a tool; we did not find it on a Google page and left it out.

**Missing the Content API sunset.** The report described the Merchant API as the successor to the Content API for Shopping but did not say the old API was switched off in August 2026. For a store with a custom feed integration, that is the most urgent item of the year.

**Missing the European specifics.** A report titled for Romania did not mention Comparison Shopping Services, which is the clearest way Shopping ads in Romania differ from Shopping ads in the United States.

**Benchmarks without a usable source.** The report quoted average click-through and conversion rates from US-centred industry studies and Romanian market-size estimates from a platform vendor. We did not verify them at a primary source and do not repeat them. A conversion rate benchmark from another market and another definition of “conversion” is not a target.

## Method

We started from an AI deep-research report written in Romanian about Google Ads for e-commerce in Romania. We picked the claims that a store owner would act on: rules, limits, deadlines and platform behaviour. On 11 October 2026 we checked each one at Google Ads Help, Merchant Center Help, Google Analytics Help, the Google tag documentation and the Google Ads developer documentation. Claims are kept here only if a Google page said the same thing on that day.

We could not verify, and therefore dropped: the report's industry benchmarks, its Romanian market estimates, the claim that Final URL expansion is on by default in Performance Max, the mobile page-speed statistic attributed to Google, the 30-day window for enhanced conversions impact, and its budget-split percentages, which the report itself labelled as a planning framework.

## Limitations

Google's help pages change without version numbers, and some pages we read contradicted each other on whether a change had already happened. Everything here is as of 11 October 2026.

This is not legal advice. Consent mode, the EU user consent policy and VAT display are legal obligations of the store, and the documentation describes Google's requirements, not the store's full legal position.

We did not test any of these rules in a live account for this article. Verified here means “Google's documentation says so”, which is not the same as “the account behaves so”.

## Questions and answers

### Do Shopping ads in Romania have to go through a CSS?

Yes. Google's Merchant Center help lists Romania among the 21 countries where Comparison Shopping Services must be used to place Shopping ads and free product listings. A merchant can use any CSS, including Google Shopping, or several at once. Google Shopping takes a fixed percentage margin from each merchant bid in the EEA, which is included in the cost per click.

### What changed in Google Ads bidding in August 2026?

From 17 August 2026, with rollout completed on 27 August 2026, campaigns that are Limited by budget and use Target CPA, Target ROAS or, for Demand Gen, Target CPC optimise more consistently toward the stated target instead of beating it. Google does not change targets for you and recommends updating them to match recent performance.

### Which consent mode parameters are needed for users in the EEA?

Google's tag documentation says consent mode users must send ad_user_data and ad_personalization in addition to ad_storage and analytics_storage, as part of enforcing the EU user consent policy. Whether a store uses basic consent mode, where tags wait for consent, or advanced consent mode, where cookieless pings are sent before consent, is a legal decision for the store.

### How many search themes can a Performance Max asset group have?

Up to 50 per asset group, according to Google Ads Help. Search themes have the same priority as phrase match and broad match keywords in Search campaigns. A Search campaign with an exact match keyword identical to the query is prioritised over Performance Max.

### Can I still use the Content API for Shopping?

No new work should use it. Google says the Content API for Shopping reached its sunset on 18 August 2026, requests without an extension began failing intermittently with HTTP 410 from 1 September 2026, and all endpoints shut down in early 2027. Integrations must move to the Merchant API; file uploads and scheduled fetches are not affected.
