# How do you get a D-U-N-S number for a Romanian SRL, and why do Apple and Google ask for one?

## The short answer

A D-U-N-S number is a nine-digit company identifier issued by Dun & Bradstreet (D&B). Apple requires one to enrol a company in the Apple Developer Program, and Google requires one to create an organisation developer account on Google Play. Both companies and D&B state that the number itself is free.

For a Romanian SRL there are two free doors. The first is D&B's Romanian partner, ICAP CRIF, through its registration form. The second is Apple's D-U-N-S lookup tool, which needs only a free Apple Account and sends the request to D&B. Apple says to allow up to 5 business days; D&B's general figure is up to 30 business days. Whatever the route, enter the legal name and headquarters address exactly as they appear in the trade register, because Google and Apple compare them later.

This article is for founders of small Romanian companies who need the number for an app store. We checked each rule in Apple, Google, D&B and Microsoft documentation on 19 October 2026.

## Why Apple, Google and others ask for it

Apple's enrolment page says an organisation, except government entities, must have a D-U-N-S number so Apple can verify its identity, legal entity status and address. The organisation must be a legal entity that can sign contracts; Apple does not accept DBAs, trade names or branches, and the legal name becomes the seller name on the App Store. Membership costs **99** USD a year, with prices shown in local currency.

Google Play says the requirement is mandatory: *You will not be able to create a developer account for an organization without one*, and Google will not grant exemptions or extensions. An alternative verification exists only for organisations in regions D&B does not support. Romania is covered by a D&B partner, so that route does not apply.

Microsoft is softer. For the Microsoft Store, under the EU Digital Services Act, a company account classed as a trader must give either a D-U-N-S number or a business registration document. Microsoft recommends the number as the faster option and notes that uploaded documents can take significantly longer to review.

One use people still repeat no longer applies. US federal registration in SAM.gov stopped using D-U-N-S numbers on 4 April 2022 and switched to its own Unique Entity ID.

## Who issues it in Romania

D&B does not run its own office in Romania. On D&B's page for Google developers, the country list places Romania among the worldwide network partners and links it to ICAP B2B, a site operated by ICAP CRIF S.R.L., based in Voluntari, Ilfov. ICAP CRIF's homepage advertises an exclusive partnership with Dun & Bradstreet, and its site lists a dedicated contact for D-U-N-S questions.

The partner's registration form asks for the reason for the request, with Apple/Google listed as an option, then the company name in English, the fiscal code, the headquarters address, city, municipality, phone and email, plus the details of the person sending it. We did not find a published processing time for this form.

## The free route through Apple

Apple's lookup tool sits behind an Apple Account sign-in; joining the paid developer programme is not required to use it. Apple asks for the legal entity name, the headquarters address, the mailing address and your work contact details. If the company is not found, Apple offers to submit its information to D&B for a free number.

Apple's own wording on timing is precise: allow up to 5 business days to receive the number from D&B, and expediting the creation process will not shorten that waiting period. If it takes longer than two weeks, Apple tells you to email D&B. After the number arrives, Apple needs up to 2 more business days to receive the data before you can enrol. A D&B representative may contact you, so keep the registration documents to hand.

The number is not tied to Apple. It is a D&B identifier, and the same number is what Google Play asks for.

## How long it really takes, and what paid options exist

The official figures differ by source. D&B says normal processing can take up to **30** business days. Google's Play help says the process can take up to **30** days and to plan ahead. Apple says up to **5** business days through its tool, with a two-week escalation point.

D&B sells an expedited service called DUNSFile for **229** USD with delivery in up to **8** business days, but the page tells companies outside the US to contact the D&B office in their country. It is not a product a Romanian SRL can buy. Google notes that some markets may promote a paid expedited service, while all markets are obliged to offer the free one.

In our own request, sent through Apple's tool in September 2026, D&B's resolution email arrived three calendar days later. It is one data point. The resolution said the number already existed and was verified through the national registry, so D&B confirmed an existing record rather than creating one; a new company with no record could take longer.

## What has to match, and the usual traps

Google states that for an organisation the legal name and address in the Google payments profile must match those in the D&B profile. If they do not, Play Console shows *We couldn't match the D-U-N-S number and the address that you provided*. A correction has to be made at D&B first, and Google says it can take up to **5** business days after D&B finishes for the update to reach Google.

**Name spelling.** The D&B record we received used the legal name exactly as the national registry spells it, with the Romanian diacritics and with `S.R.L.` written with full stops. A request typed as a lowercase name without full stops is a different string. Our reading is that the safest input is a copy of the name and address from the trade register record or the company's registration certificate, not from memory or from an invoice template.

**Headquarters, not a work point.** Apple asks for the headquarters address and does not accept branches. Use the registered office (sediul social) as recorded in the trade register, even if the team works from a different address.

**A very new company.** Our record was matched against the national registry, which suggests a company needs to be registered there before D&B can confirm it. We did not find a document stating how soon a newly registered Romanian company appears in D&B data.

**Payments profile type.** Google says the account type and country of a payments profile cannot be edited; changing them means creating a new payments profile. An organisation Play account also cannot be converted back to an individual one. Set up the payments profile as a business from the start.

## How to check whether you already have a number

Start with Apple's lookup tool, since it is free and already part of the request flow. Be careful with a negative answer. In our case the tool said the organisation was not found before the request, and it still said so the day after D&B had confirmed that the number existed. A not-found result is not proof that no number exists.

The reliable record is D&B's resolution email, which states the number. If the company may already have been registered for a bank, a tender or a foreign customer, it is also worth asking the D&B partner whether a record exists before creating a second request with slightly different details.

Google charges a one-time **25** USD registration fee at step 3 of sign-up, before you choose the account type. If you are opening an organisation account, it makes sense to have the D-U-N-S number before paying.

## Where the reports were wrong

**1. A guaranteed Apple corridor.** The AI report said Apple had negotiated an agreement that forces D&B to issue numbers within 5 business days. Apple's page says to allow up to 5 business days, adds that expediting does not shorten the wait, and tells you what to do after two weeks. That is guidance, not a guarantee.

**2. DUNSFile in 5 days.** The report cited an affiliate blog for a 5-day DUNSFile. D&B's own page says up to **8** business days, and that companies outside the US should contact their local D&B office.

**3. A 14-day wait before using the number in Play.** The report prescribed a quarantine of at least 14 days. We found no source for it. Google's documented figure is up to 5 business days for a D&B correction to reach Google.

**4. A new developer account for a wrong payments profile.** The report said a profile created as individual forces a new developer account and a new fee. Google's page says a new payments profile is needed to change the account type, and describes a path to convert an individual developer account to an organisation one.

**5. Claims about the partner's motives.** The report said the partner systematically delays free requests to the 30-day limit and routes Romanian visitors by IP address. We found no primary evidence for either and left both out.

**6. Google's Romanian links.** Google's help page links Romania to two partner forms on an old survey-platform address. Both returned *Survey not found* when we checked. The partner's working form is linked from its own site.

## Method

We started from an AI deep-research report on D-U-N-S numbers for Romanian companies and from our own notes on requesting a number in September 2026. On 19 October 2026 we checked each rule at the source: Apple's D-U-N-S help page and enrolment page, five Google Play help pages, D&B's pages on getting a number, on DUNSFile and for Google developers, the partner's homepage, its D-U-N-S page and its registration form, Microsoft's company verification page and the GSA notice on SAM.gov. We also tested whether the Google and partner form links resolve.

We could not verify, and removed: the partner's processing time for free requests, the claim that a paid partner package delivers in 1 to 3 business days, community reports of 4 to 5 weeks of waiting, and any processing-time figure for the D&B lookup portal.

## Limitations

Our timing evidence is a single request, for a company that already had a D&B record. It does not show how long a new record takes. The paid quote is what one partner offered us by email at one date, not a public tariff. Apple, Google and D&B change their pages and forms; the links and figures here were correct on the day we checked. Nothing here is legal advice: where we say what to enter, that is our reading of the matching rules, not a statement from Apple, Google or D&B.

### Is a D-U-N-S number free in Romania?

Yes. Apple, Google and D&B all describe the number as free, and Google says every market must offer the free service. Paid offers you may receive are for faster handling or for a report about the company, not for the number itself.

### Who issues D-U-N-S numbers in Romania?

Dun & Bradstreet issues them. In Romania, D&B is represented by its partner ICAP CRIF, which runs a registration form for D-U-N-S requests. Apple's lookup tool sends requests to D&B directly.
